LT Brandon Wooley talks with treatment court subject matter experts Laura Neil and Karlyle Duke. During this conversation they take a deep dive into what treatment courts are, history of the courts, how they work, costs, challenges, recidivism rates, and the benefits to the community as an alternative to incarceration. Laura Neil is the Program Manager of the Billings Adult Municipal Treatment Courts and Karlyle Duke is the Director of Court Services through the Rimrock Foundation.
